Page 1 <br /> <br />Planning Case #17-006: Commercial, Industrial and Higher Education Study <br />I encourage officials with the City of Arden Hills to approach this process in the spirit of <br />collaboration with Bethel University and the University of Northwestern, and avoid <br />creating any appearance or hint of an adversarial nature in the implementation of our new <br />standards for off-campus higher education uses. <br />******************************************************************************** <br />According to the U.S. Census Bureau, Arden Hills currently has a total area of 9.65 square <br />miles, of which 8.59 square miles is land and 1.06 square miles is water. Only Northfield <br />and St. Peter are smaller in area. <br />As of the census of 2000, there were 9,652 people in Arden Hills. As of the census of 2010 <br />there were 9,552 people, a drop of 1% over that 10 year period. However, the Census <br />Bureau has estimated that as of June, 2017 our population was approximately 10,324, an <br />increase of 8% from 2010. Based on the June 2017 estimate, that’s approximately 1200 <br />people per dry land acre. <br />Nevertheless, given that both Bethel and Northwestern plan to increase their “non- <br />traditional” student populations by a significant amount in the future, the city of Arden <br />Hills should provide reasonable and appropriate regulatory means to properly manage this <br />expansion…thus the current focus on amendments to our Zoning Codes and Comprehensive <br />Plan. <br />Definitions <br /> I recommend adoption of the staff suggested definition of “Higher education, <br />campus” as shown on Page 2 of 7 of the August 9, 2017 memorandum to the <br />Planning Commissioners. <br /> <br /> I recommend adoption of the staff suggested definition of “Higher education, <br />classroom/office” as shown on Page 3 of 7 of the August 9, 2017 memorandum to the <br />Planning Commissioners. <br /> <br />Higher Education, Classroom/Office Use <br /> I recommend adoption of the staff prepared draft language for “1320.085 Subd. 6 <br />Higher Education, Classroom/Office Additional Conditional Use Criteria, Items A, B <br />and C” as shown on Page 3 of 7 of the August 9, 2017 memorandum to the Planning <br />Commissioners <br /> <br />
