Right-of-way (ROW) – public vehicular, transit and/or pedestrian rights- <br />of-way. <br /> <br />6.4.2 Former City Hall/Public Works Property <br /> <br />The 6.82 acre former City Hall/Public Works property is undergoing a community <br />vision process to determine how the property should be redeveloped (Figure <br />6.4). The property was home to the Arden Hills City Hall and Public Works for <br />many years. While a redevelopment plan for this property was not adopted in <br />time for this Comprehensive Plan, residential uses or a mix of residential and <br />small-scale commercial uses are anticipated. Neither residential nor commercial <br />development should require a change to the future land use designation. <br /> <br />6.4.36.4.2 Guiding Plan for the B2B-2 District <br /> <br />In March 2008, the City initiated completed a visioning and planning process for <br />the B-2 General Business District, which generally includes the commercial <br />properties near County Road E between Lexington Avenue and Hamline <br />Avenue/Highway 51 (Figure 6.4). This area hosts a number of retail, service, <br />and office uses. Long considered the “downtown” of Arden Hills, the district is a <br />mix of newer and older buildings and primarily retail, service, and office uses. As <br />this corridor ages, market initiated redevelopment is anticipated. <br /> <br />The City completed the planning process and accepted the “Guiding Plan for the <br />B2B-2 District” in October 2008. The Guiding Plan includes a long-term vision <br />for the future redevelopment of this corridor and addresses transportation issues, <br />land uses, infrastructure improvements, landscaping, pedestrian facilities, <br />building design, and site layout among other issues. While the primary uses <br />along this corridor are likely to remain retail, commercial, and office, the Guiding <br />Plan and subsequent land use changes add the possibility for multi-family <br />residential housing in this area. <br /> <br />Since the completion of the plan in 2008, the area has seen substantial <br />redevelopment with the opening of new retail, restaurant, and multi-family <br />residential housing uses. The City and Ramsey County completed infrastructure <br />improvements on County Road E in 2015, including streetscape enhancements <br />and improved pedestrian and bicycle facilities. <br />Although the Guiding Plan document is not adopted as part of the <br />Comprehensive Plan, the future land use map has been updated to reflect the <br />proposed land uses in the B2 District (CMU), and the Capital Improvement Plan <br />(CIP) includes a potential timeline for the public improvements described in the <br />Guiding Plan (Appendix A). <br />Dr <br />a <br />f <br />t <br /> <br />11 <br />/ <br />0 <br />1 <br />/ <br />2 <br />0 <br />1 <br />7
