Joynes, Sr., City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: Rice Creek Commons Feasibility Study – Green Infrastructure <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $0 $8,320.00 Surface Water Fund <br /> <br />Council Should Consider the Following Options <br /> <br />Approve the Intergovernmental Agreement with Ramsey County and Rice Creek Watershed <br />District for the Rice Creek Commons Green Infrastructure and Stormwater Reuse Feasibility <br />Study and authorize the Mayor to execute the agreement. <br /> <br />Background <br /> <br />City staff has met with Ramsey County, Kimley Horn, and Rice Creek Watershed District <br />(RCWD) personnel to discuss a feasibility study for the potential incorporation of green <br />infrastructure and stormwater reuse in the Rice Creek Commons development. <br /> <br />The County and City have been working in partnership for several years to develop a <br />Comprehensive Surface Water Management Plan (CSMP) for the Rice Creek Commons site. <br />The CSMP focuses on specific stormwater and wetland related systems that are needed to meet <br />state and local requirements throughout the project area. <br /> <br />Discussion <br /> <br />The goal of this feasibility study will be to build on the baseline systems planned in the CSMP <br />and identify potential green infrastructure and water reuse projects that go beyond these baseline <br />requirements. The completed feasibility study will also serve to support subsequent grant <br />applications such as the BWSR Clean Water Fund or the Metropolitan Council’s Green
