Also, the City <br />is pursuing the option to keep a portion of the Minnesota Revolving Loan Fund (MRLF), which <br />may offset future funding needs in the EDA Fund (or other funds as directed by the Council). <br /> <br />The Special Revenue Funds were discussed at previous budget work sessions; no major changes <br />have been made. <br /> <br />The Capital Funds have been included in the Capital Improvement Program (CIP); this has been <br />previously reviewed by the Council. The CIP is a guideline for future projects, the Council may <br />decide to pursue or not pursue expenditures at their discretion. A $50,000 transfer has also been <br />added from the General Fund to the Public Safety Capital Fund to ensure the long-term solvency <br />of this fund. <br /> <br />The Enterprise Funds have been included in this budget. The Utility Funds are undergoing a rate <br />study, which will likely result in rate changes to be effective in 2018.
