Page 2 of 2 <br /> <br />Another feature of the JPA is an opt out clause which allows a City to opt out of any individual <br />bid award and contract within 30 days after a bid has been awarded. The JPA is administered by <br />Coon Rapids for a small percentage of the construction costs ranging from 1-2%.
