2 <br /> <br />Manages City infrastructure record drawings. Collects and records data and information on the operations and <br />maintenance activities, programs and equipment. Takes necessary measurements and maintains complete <br />records for accurate as -built drawings and records. Coordinates construction staking needs with survey crew. <br /> <br />Works with private utility companies on repair and replacement of utilities. <br /> <br />Assists in the preparation of annual operating and capital improvement budgets. Provides information to the <br />Public Works Director to determine and plan purchases of equipment, materials, and supplies. <br /> <br />Acts as the City’s Emergency Manager and carries out all duties as specified in the Ramsey County <br />Emergency Operations Plan. This includes day-to-day responsibility for overseeing emergency management <br />programs and activities, overseeing all components of the Local emergency management program, and <br />coordinating with Ramsey County and other departments to perform emergency management functions. <br /> <br />On rare occasions the Public Works Superintendent may be asked to represent the Public Works Department <br />in front of the City Council. <br /> <br />EDUCATION and/or EXPERIENCE <br />Associates/Technical degree and considerable experience, or equivalent combination of education and <br />experience. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of the practices of municipal street, water and wastewater utilities, heavy equipment, <br />parks and grounds maintenance and related activities and services; thorough knowledge of the equipment and <br />tools needed for an efficient and effective street, drainage, equipment and parks and grounds maintenance <br />and water and wastewater utilities programs; thorough knowledge of the occupational hazards and necessar y <br />safety precautions; ability to review and analyze plans and specifications for the construction of public facilities; <br />ability to formulate safe operational policies and procedures; ability to maintain records and prepare technical <br />reports; ability to supervise the work of subordinates; ability to establish and maintain effective working <br />relationships with associates, contractors and the general public. <br /> <br />PHYSICAL DEMANDS <br />This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of <br />force and occasional exertion of up to 100 pounds of force; work regularly requires walking and lifting, <br />frequently requires standing, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with <br />hands and arms, pushing or pulling and repetitive motions and occasionally requires climbing or balancing, <br />stooping, kneeling, crouching or crawling and tasting or smelling; work requires close vision, distance vision, <br />ability to adjust focus, depth perception, color per ception, night vision and peripheral vision; vocal <br />communication is required for expressing or exchanging ideas by means of the spoken word and conveying <br />detailed or important instructions to others accurately, loudly or quickly; hearing is required to per ceive <br />information at normal spoken word levels and to receive detailed information through oral communications <br />and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, <br />visual inspection involving small defects and/or small parts, using of measuring devices, assembly or <br /> fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and <br />observing general surroundings and activities; work regularly requires exposure to outdo or weather conditions, <br />frequently requires working near moving mechanical parts, exposure to fumes or airborne particles and <br />exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non -weather), working <br />in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme cold (non -weather), <br />exposure to extreme heat (non-weather), exposure to vibration and exposure to blood-borne pathogens and <br />may be required to wear specialized personal protective equipment; work is generally in a loud noise location <br />(e.g. grounds maintenance, heavy traffic). <br /> <br />
