DATE: January 16, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Local Union No. 49 Labor Agreement <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />City Council should provide feedback or direction on the proposed Union Contract for 2018- <br />2019. <br /> <br />Background <br /> <br />The City Council pulled the Union Contract from the December Regular Council meeting for <br />further discussion. The item has been brought to this work session (Attachment B), it should be <br />noted that since the December meeting another Memorandum of Understanding (MOU) has been <br />added to the contract to clarify a question regarding overtime. New language has been <br />highlighted in yellow (for MOU’s only the header is highlighted) and deleted language has been <br />red-lined. Please see below for overall changes to the contract: <br /> <br />-2.0% COLA in 2018 and a 2.5% COLA in 2019 <br />-Insurance premiums will be paid at 80% of the cost of the premium (same as non-union <br />employees) or $992.00; prior contracts set a dollar amount, for 2017 this amount was $781.46 <br />(69%) <br />-Two MOU’s have been added to clarify the uniform expectations and the overtime pay rules <br /> <br />Note, the budget impact of the new contract equates to a 20% increase over 2017, or $103,774. <br />This is primarily due to the addition of the Public Works Working Foreman, which equates to <br />$75,396 of the increase.
