Site Data: <br />Future Land Use Plan: Low Density Residential <br />Existing Land Use: Single-Family Detached Residential <br />Zoning: R-2: Single & Two Family Residential <br />Lot Size: 83,253 square feet (1.91 acres) <br />Topography: Property slopes east to west approximately 28 feet from New Brighton Road <br />to the wetland complex on the western boundary. <br /> <br /> <br />Plan Review <br /> <br />1. Chapter 11, Subdivision Regulations Review <br /> <br />A. Street Plan and Streets <br /> <br />No new streets would be constructed for the Horita Acres subdivision. All three lots will have <br />access on Thom Drive. The existing property has an access driveway on New Brighton Road. As <br />a condition of approval, the driveway will be required to be relocated to Thom Drive. New <br />Brighton Road is a Ramsey County roadway and the County has reviewed and approved the <br />access relocation. All other requirements pertaining to driveway location and grades are met by <br />the proposed plans. <br /> <br />B. Easements <br /> <br />City subdivision regulations require a 12-foot wide utility and drainage easements dedicated to <br />the City along the right-of-way and centered on common lot lines. The Preliminary and Final <br />Plats include 12-foot utility and drainage easements centered on the common lots lines <br />throughout the development and a 12-foot easement along the Thom Drive and New Brighton <br />Road right-of-way, and along the shared lot line with the property to the north. The Public Works <br />Director/City Engineer has commented that the drainage easement to the north of the building <br />site on Lot 2 will need to be widened from 10 feet to 12 feet. This will need to be revised on the <br />Final Plat before the plat is signed by the City. <br /> <br />The property is traversed by a wetland area along the western boundary of the lot that extends off <br />site to the north and south. In order to satisfy Rice Creek Watershed District requirements, the <br />development will be required to construct two basins on Lot 1 that will capture stormwater <br />runoff from the entire site and allow water to discharge into the adjacent wetland area. The <br />Subdivision Code requires that a drainage easement be provided for wetland areas and <br />stormwater management facilities. The plat provides adequate easements for the wetland, but the <br />Final Plat will need to be revised so that the drainage easements around the two ponding areas <br />are taken to two feet above the emergency overflow elevation of each basin. <br />
