City of Arden Hills
City Council Meeting for February 12, 2018

CONSENT ITEM – 6I
MEMORANDUM

DATE: February 12, 2018
TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator

FROM: Matthew Bachler, City Planner

SUBJECT: Purchase of Residential Recycling Carts and Replacement Parts from Cascade
Engineering – Resolution 2018-012

Budgeted Amount: Actual Amount: Funding Source:
N/A $10,804.00 Recycling Fund

Council Should Consider

Motion to approve Resolution 2018-012 for the purchase of residential recycling carts and
replacement parts from Cascade Engineering in the amount of $10,804.00.

Background

The City purchased recycling carts from Cascade Engineering for its curbside residential
recycling program in 2015. Under the contract with Republic Services, the City is the owner of
the recycling carts and Republic is responsible for cart management and operations. Republic has
informed the City that the inventory of 64-gallon carts and replacement parts for both 64-gallon
and 32-gallon carts are beginning to run low. Staff requested a quote from Cascade Engineering
for 150 carts, which should be sufficient for replacing broken carts and delivering carts to new
residents for the next few years. The quote also includes replacement wheels, lids, and axles. The
carts would have the same design as the existing carts used by the City.

The total cost of the 150 carts would be $6,075.00 and the combined cost of the replacement
parts would be $3,335.00. Staff would propose paying for the carts and parts using the reserves
in the Recycling Fund. The current amount of reserves in the fund is approximately $152,677.93.
The City does not have any other budgeted use of the Recycling Fund reserves at this time.
