Rather than <br />a set of specific standards, Ramsey County’s draft policies “are intended to apply <br />accepted access management principles in a context-sensitive manner to maximize the <br />possible benefits as development occurs or as existing properties are modified.” The <br />draft policies are as follows. <br /> <br />• A parcel has the legal right to one access from a public street.
