The City’s <br />projected population and demands are listed in Table 3. The population projections were <br />linearly extrapolated from the Metropolitan Council estimates for the years 2020, 2030, and <br />2040. It was assumed that all new population growth will be serviced by the municipal water <br />system. The projected total per capita water demand was obtained from MCES and the peaking <br />factor used to calculate maximum day demand was determined from the City’s historical water <br />use data.
