Implement a conservation water rate structure <br />• The water rates in Arden Hills are based on an increasing block rate structure. This <br />rate structure promotes water conservation because the price is volume-tiered. W ater <br />billing in Arden Hills is done on a quarterly schedule, and the billing structure is <br />evaluated every year with the last change made in January 2016, included in <br />Appendix 9. <br />7. Additional strategies to reduce water use and support wellhead protection planning <br />• The City of Arden Hills will participate in the GreenStep Cities program, implement a <br />water conservation outreach program, and implement a rebate program for water <br />efficient appliances and fixtures. <br />8. Tracking success <br />• The City will continue to monitor water usage by customer category and participate in <br />the GreenStep Cities program. <br />Regulation <br />The City of Arden Hills has implemented several regulations to reduce demand and improve <br />efficiency in its water system. Water efficient plumbing fixtures are required in new <br />development, air conditioning systems connected to the public water system must be equipped <br />with water conserving and water regulating devices, and a critical water deficiency ordinance is <br />in place. A summary of these regulations is included in Appendix 10. <br />Retrofitting Programs <br />The Rice Creek Watershed District (RCWD) has cost-share funds available for stormwater <br />management projects that improve surface water quality, such as rain gardens, rain barrels, and <br />water efficient landscaping. <br />Education and Outreach <br />The City has implemented, or plans to implement, the following education and outreach <br />programs: <br />• Consumer Confidence Reports prepared annually <br />• Press releases to local news outlets every six months <br />• Staff training includes awareness of conservation goals <br />• Arden Notes newsletters prepared every four months <br />• Information available on the City website (http://www.cityofardenhills.org/) <br />• Additional programs by SPRWS <br /> <br />Dr <br />a <br />f <br />t <br /> <br />11 <br />/ <br />2 <br />0 <br />/ <br />2 <br />0 <br />1 <br />7
