That summary included the changes in the requirements for the <br />Housing Chapter. Since that meeting WSB and City Staff have been updating the Housing and <br />Land Use chapters and completing the technical elements (potable water, surface water, sanitary <br />sewer, and transportation) to develop any capital investments necessary to implement the <br />Comprehensive Plan. Additionally, in September, the City Council accepted the Commercial, <br />Industrial, and Higher Education study. The findings of that study have been included in the <br />Land Use and Implementation chapters of the Comprehensive Plan. Attached to this <br />memorandum are clean and redline Land Use, Housing, Implementation, and Zoning <br />Regulations chapters, as well as the draft Land Use map and the draft capital improvement plan <br />(CIP) for 2018-2022. <br /> <br />Requested Action <br /> <br />Review the draft Land Use, Housing, and Implementation Chapters and provide <br />recommendations on any changes. <br /> <br />Summary <br /> <br />Housing <br />The Metropolitan Council has additional affordable housing requirements than the 2030 <br />Comprehensive Plan, which can be generally summarized as: <br /> <br />• Increase the overall average density of all new development and redevelopment from 3 <br />units per acre to 5 units per acre. <br />• Determine the existing affordable housing need of Arden Hills’ residents and determine <br />policies and strategies to address this need.
