Emergency Preparedness Procedures <br />The emergency preparedness procedures outlined in this plan are intended to comply with the <br />contingency plan provisions required by MDH in the WHP and SWP. Water emergencies can occur as a <br />result of vandalism, sabotage, accidental contamination, mechanical problems, power failings, drought, <br />flooding, and other natural disasters. The purpose of emergency planning is to develop emergency <br />response procedures and to identify actions needed to improve emergency preparedness. In the case of <br />a municipality, these procedures should be in support of, and part of, an all-hazard emergency <br />operations plan. Municipalities that already have written procedures dealing with water emergencies <br />should review the following information and update existing procedures to address these water supply <br />protection measures. <br />A. Federal Emergency Response Plan <br />Section 1433(b) of the Safe Drinking Water Act, (Public Law 107-188, Title IV- Drinking Water Security <br />and Safety) requires community water suppliers serving over 3,300 people to prepare an Emergency <br />Response Plan. <br />Do you have a federal emergency response plan? Operational Contingency Plan <br />All utilities should have a written operational contingency plan that describes measures to be taken for <br />water supply mainline breaks and other common system failures as well as routine maintenance. <br />Do you have a written operational contingency plan? Yes ☒ No ☐ <br />At a minimum, a water supplier should prepare and maintain an emergency contact list of contractors <br />and suppliers. <br />C. Emergency Response Procedures <br />Water suppliers must meet the requirements of MN Rules 4720.5280 . Accordingly, the Minnesota <br />Department of Natural Resources (DNR) requires public water suppliers serving more than 1,000 people <br />to submit Emergency and Conservation Plans.
