This infrastructure includes new wells, new <br />water towers which can be costly items. <br />Objective 6: Implement a Conservation Water Rate Structure and/or a Uniform Rate <br />Structure with a Water Conservation Program <br />Water Conservation Program <br />Municipal water suppliers serving over 1,000 people are required to adopt demand reduction measures <br />that include a conservation rate structure, or a uniform rate structure with a conservation program that <br />achieves demand reduction. These measures must achieve demand reduction in ways that reduce <br />water demand, water losses, peak water demands, and nonessential water uses. These measures must <br />be approved before a community may request well construction approval from the Department of <br />Health or before requesting an increase in water appropriations permit volume (Minnesota Statutes, <br />section 103G.291, subd. 3 and 4). Rates should be adjusted on a regular basis to ensure that revenue of <br />the system is adequate under reduced demand scenarios.
