SECTION 2 <br /> <br /> <br /> <br /> <br />Surface Water Management Plan Section 2: Land and Water Resource Inventory <br />City of Arden Hills <br />WSB Project No. 3455-200 Page 4 <br /> <br /> Minnesota Pollution Control Agency (MPCA): Design guidance is available through <br />several MPCA publications. <br />o The Minnesota Stormwater Manual <br />o The March 1, 2000 document entitled Protecting Water Quality in Urban Areas: <br />Best Management Practices for Dealing with Storm Water Runoff from Urban, <br />Suburban and Developing Areas of Minnesota. <br /> <br /> University of Minnesota (U of M): The U of M offers training seminars and certification <br />classes for various entities involved in storm water regulation compliance and <br />enforcement. Courses include training for Storm Water Pollution Prevention Plan <br />Certification, NPDES courses, and training on water quality modeling and monitoring. <br />These courses are available through the U of M Internet web site at <br />http://www.erosion.umn.edu. <br /> <br /> Minnesota Erosion Control Association (MECA): MECA is an organization comprised of <br />design professionals, contractors, vendors and government agencies devoted to <br />encouraging the use of erosion control and storm water management practices. They <br />offer various resources such as workshops, conferences and a directory of vendors. This <br />information is available through the MECA Internet web site at http://mnerosion.org. <br /> <br />2.1.5. Land Use <br /> <br />2.1.5.1. General <br /> <br />Arden Hills is a stable community and foresees minimal amount of development and <br />population growth with exception of the TCAAP property. <br /> <br />Disregarding the TCAAP area, most the City of Arden Hills is residential. There are also <br />many large corporations, various sized businesses, two private colleges, and parks and <br />open areas in the City. Figure 3 shows the 2010 existing land use, while the potential <br />2040 future land use is shown in Figure 4. Figure 5 shows the Minnesota Land Cover <br />Classification System (MLCCS) for the portion of the City where it has been created. <br /> <br />2.1.5.2. Parks <br /> <br />The City of Arden Hills has 14 City-maintained parks and designated open spaces <br />totaling approximately 145 acres. Within the City limits is Tony Schmidt Regional Park, <br />which is 217 acres of Ramsey County-maintained park space along the northern shore of <br />Lake Johanna. As part of the TCAAP Park and Open Space Plan, the City has <br />tentatively planned for approximately 25 acres of parks, with additional acreage reserved <br />for open spaces and wildlife corridor lands. The City intends to maintain their designated <br />park areas, make necessary improvements to the park system, continue to expand the <br />trail system to connect the neighborhoods to these parks, and collaborate with other <br />agencies to connect the system to area regional trails. The parks are a vital part of the <br />Arden Hills community. <br /> <br />2.1.5.3. TCAAP <br /> <br />The Twin Cities Army and Ammunition Plant property occupies northernmost portion of <br />the city.
