SECTION 5 <br /> <br /> <br /> <br /> <br />Surface Water Management Plan Section 5: Goals and Policies <br />City of Arden Hills <br />WSB Project No. 3455-200 Page 9 <br />4 <br />Recognize the potential uncertainty associated with managing water resources and <br />understand the implications of emerging issues, the use of monitoring data, and the <br />interpretation of scientific and technical data in the decision-making process. <br />5 Foster and encourage the use of both regional and small-scale single-property <br />focused best management practices to reduce the rate and volume of runoff. <br /> <br />5.4.7. Goal #7: Groundwater <br /> <br />The St. Paul Water Utility provides drinking water to Arden Hills through the City of Roseville. <br />Once in the city, the City’s Water Utility has jurisdiction over the system. All areas of the city are <br />served with city water service. Residents who move to the TCAAP redevelopment area will get <br />their drinking water from St. Paul Regional Water Services, so the groundwater contamination will <br />not affect residential water quality. <br /> <br />Sanitary sewer interceptor and treatment is provided to the City via the Metropolitan Council <br />Environment Services (MCES) system. The City’s Sanitary Sewer Utility has jurisdiction over the <br />sanitary sewer collection system within the City’s borders. The City owns and operates 14 <br />sanitary lift stations. <br /> <br />In 2010, the Ramsey County Conservation District published the Ramsey County Groundwater <br />Protection Plan. It identifies groundwater contaminated areas and predicts areas that are <br />potentially susceptible to groundwater contamination. It also contains a comprehensive <br />topographic and geological overview describing ground water aquifers in the county. <br /> <br />The City, utilizing the guidance of the Ramsey County Groundwater Protection Plan and <br />collaborating with RCWD will proceed with measures to protect groundwater resources within the <br />City that will also have an impact on the groundwater quality of other cities. <br /> <br />Goal Statement: Incorporate ground water considerations into the decision-making <br />process. <br />Policy Goal #7: Groundwater Policies <br />1 Collaborate with the RCWD and Ramsey County on efforts to manage groundwater <br />resources consistent with district and county-wide groundwater protection initiatives. <br /> <br />5.4.8. Goal #8: Erosion and Sediment Control <br /> <br />These policies are intended to help the City achieve the erosion and sediment control goals of <br />this Plan. The City has an Erosion and Sediment Control Ordinance as well as its NPDES MS4 <br />Phase II SWPPP.
