Limited availability on an irregular <br />schedule. <br />5. Requires considerable lead time from <br />application to receiving funds. <br /> <br />6.4. Plan Amendments <br /> <br />6.4.1. Amendment Procedures <br /> <br />The Arden Hills Local Stormwater Management Plan is intended to extend through the year 2026. <br />For the plan to remain dynamic, an avenue must be available to implement new information, <br />ideas, methods, standards and management practices. Persons either residing or doing business <br />within the City shall be able to request amendment proposals at any time. <br /> <br />6.4.2. Request for Amendments <br /> <br />Written requests for plan amendment are submitted to the City staff. The request shall outline the <br />need for the amendment as well as additional materials that the City will need to consider before <br />making its decision. <br /> <br />6.4.3. Staff Review <br /> <br />A decision is made to the validity of the request. Three options exist: <br /> <br />a. Reject the amendment <br />b. Accept the amendment as a minor issue, with minor issues collectively added to the plan <br />at a later date <br />c. Accept the amendment as a major issue, with major issues requiring an immediate <br />amendment. In acting on an amendment request, staff shall recommend to City Council <br />whether or not a public hearing is warranted. <br /> <br />6.4.4. City Council Consideration <br /> <br />The amendment and the need for a public hearing shall be considered at a regular or special City <br />Council meeting. Staff recommendations should also be considered before decisions on <br />appropriate action(s) are made. <br /> <br />6.4.5. Public Hearing, City Council, and RCWD Approval <br /> <br />This step allows the public input based on the public sentiment. City Council shall determine <br />when the public hearing should occur in the process.
