DATE: February 26, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Saint Paul Animal Control Contract <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$2,000 N/A Public Safety <br /> <br />Council Should Consider <br /> <br />The Council should consider entering into a one year contract with Saint Paul Animal Control <br />for impound services. <br /> <br />Background <br /> <br />The City was informed by Hillcrest Animal Hospital that they were terminating their agreement <br />with the City effective February 28, 2018. The termination of the agreement left the City of <br />Arden Hills, along with the other cities in the Ramsey County Sheriff police contract, a need to <br />find suitable impound services. The Ramsey County Sheriff’s Animal Control Officer lead the <br />search for a replacement. Saint Paul Animal Control, Animal Humane Society, Lake Animal <br />Hospital, and Dover Kennel were all identified as potential candidates and were approached by <br />the Animal Control Officer. The only viable option was Saint Paul Animal Control, the other <br />candidates either did not respond, were not interested, or were not able to accommodate the <br />request. The City will see a rate increase (see below for changes); however, in the past three <br />years the City has not had a large demand for impound services averaging $600 per year. Taking <br />into account the increased rates, the City is not expected to exceed the annual budget of $2,000. <br />The City has an immediate need for short-term impound services, and can explore other options <br />with the Ramsey County Sheriff prior to any contract renewal. The contract is for one year, and <br />can be terminated by the City with a sixty day notice.
