<br />City of Arden Hills <br />City Council Meeting for March12, 2018 <br />P:\Planning\Planning Cases\2017\PC 17-029 - 3685 New Brighton Road Preliminary and Final Plat and Easement <br />Vacation\Memos_Reports_17-029 <br />Page 4 of 13 <br />event a larger area of land was needed by the City for staging and completing a reconstruction of <br />the lift station, the City would be able to obtain a temporary construction easement from the <br />property owner at that time. <br /> <br />The development plans include a retaining wall located on the west side of the lift station and <br />within the proposed public easement. The retaining wall would be approximately 40 linear feet <br />with a maximum height of four feet. The applicant has proposed constructing a retaining wall in <br />this location to accommodate the access driveway on Lot 1. The retaining wall would not be <br />constructed on top of the 8-inch underground sanitary sewer line within the easement and is not <br />expected to impact the operation of the lift station. The draft Development Agreement includes a <br />provision that the developer and/or subsequent property owners would be responsible for the <br />construction and maintenance of this retaining wall. <br /> <br />Staff also requested that the City Attorney include a provision in the draft Development <br />Agreement on the use of the lift station paved area during construction. The developer would not <br />be permitted to park vehicles, store materials, or use this paved area in any way during <br />construction of the two new dwellings. <br /> <br /> <br />Stormwater Management <br /> <br />Stormwater Management Plan <br />The City’s Subdivision Ordinance requires that stormwater management plans comply with Rule <br />C – Stormwater Management Plans for the Rice Creek Watershed District Rules. In order to <br />address stormwater management on the site, two rate control basins would be constructed on Lot <br />1 adjacent to the large wetland area on the western side of the property. Lot 1 and Lot 2 would be <br />graded to direct stormwater runoff from these properties to the two basins. Both City and Rice <br />Creek Watershed District (RCWD) staff reviewed the stormwater management plan for <br />compliance with Rule C. <br /> <br />The following design requirements must be satisfied as part of Rule C of the RCWD rules: <br /> <br />• Peak Stormwater Runoff Control: the applicant is required to provide peak rate control <br />for the 2, 10, and 100-year 24-hour rainfall events beyond the existing condition peak <br />runoff by reducing the peak rate to 80 percent or less of the existing condition (Rule C.7). <br />RCWD determined that the submitted information indicates the project would meet the <br />peak runoff control requirements. <br /> <br />• Water Quality: the applicant is exempt from the water quality treatment requirements <br />(Rule C.2.g). <br /> <br />• Volume Control: the applicant is exempt from the volume control requirements (Rule <br />C.2.g). <br />
