Page 1 of 1 <br /> <br />CONSENT ITEM – 5C <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: March 12, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: 2018 Trail and Watermain Project <br /> Wetland Banking Credits <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $20,000.00 $4,842.84 Capital Improvement Funds <br /> <br />Council Should Consider <br /> <br />Approving the purchase of wetland banking credits from the Minnesota Board of Water and Soil <br />Resources (BWSR) in the amount of $4,705.20, and the withdrawal and stewardship fees in the <br />amount of $137.64 for a total of $4,842.84 (Attachment A). <br /> <br />Background/Discussion <br /> <br />The Old Snelling Avenue Trail project requires minor wetland disturbance to construct storm <br />sewer outlets for the project. The area of the impact is 0.03 acres or 1,307 square feet. Due to <br />the right of way constraints and the size of the impacted area, it is most cost effective for the City <br />to purchase wetland banking credits from BWSR for the project. The engineer’s estimate <br />includes $20,000 for wetland and rain water garden improvements. The proposed cost for <br />purchasing wetland credits is less than estimated and will not require ongoing maintenance. <br /> <br />Attachments <br /> <br />Attachment A: Purchase Agreement for Wetland Banking Credits & Transaction Form to <br />Withdraw Credits
