Under the Joint Powers Agreement (JPA) between the City and Ramsey County, <br />the County is responsible for the timely preparation of a survey and initial plat of the TCAAP <br />site as part of the implementation of the TCAAP Master Plat. The Preliminary Plat and Final Plat <br />being considered would accomplish this requirement of the JPA. <br /> <br />The purpose of the plat is to define an accurate boundary of the property and to simplify the <br />current legal description. Several large road and infrastructure projects have recently been <br />completed on or adjacent to the property and the platting process will allow for the transfer of <br />these portions of the property to public agencies. <br /> <br />Two large outlots would also be created for the future Rice Creek Commons development. These <br />outlots would be further subdivided and replatted at the time of the future development. The <br />current platting process is not associated with any specific development on the site. <br /> <br />The following is a description of the outlots and right-of-way dedications on the Final Plat: <br />• Outlot A (40.10 acres): This parcel will be further subdivided and developed in the future <br />as part of the Rice Creek Commons development <br />• Outlot B (2.89 acres): This parcel will be dedicated to Ramsey County Parks and <br />Recreation for the Rice Creek North Regional Trail corridor and the remeander of Rice <br />Creek <br />• Outlot C (372.05 acres): This parcel will be further subdivided and developed in the <br />future as part of the Rice Creek Commons development <br />• Outlot D (1.00 acres): This parcel will be dedicated to Ramsey County Parks and <br />Recreation for the Rice Creek North Regional Trail corridor along the eastern boundary <br />of the Rice Creek Commons site <br />• Outlot E (1.83 acres): This parcel will cover the piece of land west of CSAH 13 where a <br />retention pond is located <br />• Right-of-Way Dedication (10.84 acres): Rights-of-way will be dedicated to MnDOT for <br />the new County Road H and I-35W interchange and to Ramsey County for CSAH 13 <br />connecting County Road H and County Road I. <br /> <br />The future subdivision of Outlot A and Outlot C within the Rice Creek Commons development <br />area will be reviewed by the TCAAP Joint Development Authority (JDA) in accordance with the <br />TCAAP Redevelopment Code. The JDA Board consists of two members from the Arden Hills <br />City Council, two members from the Ramsey County Board of Commissioners, and one <br />appointed resident from Arden Hills who serves as the JDA Chair. <br /> <br /> <br />Plan Evaluation <br /> <br />A full evaluation of the proposal was presented to the Planning Commission on March 7, 2018. <br />The staff report to the Planning Commission on this case is provided in Attachment E. One <br />minor change was made to the Final Plat following the Planning Commission review. Outlot E <br />was created on the west side of CSAH 13 to cover an area of land where a retention pond was
