DATE: April 9, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Approval of the 2018 – 2019 Local 49er Union Contract <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$610,200 $611,364 Various (Salary Allocation) <br /> <br />Council Should Consider <br /> <br />The Council should consider approving the Collective Bargaining Agreement between the City of <br />Arden Hills and the International Union of Operating Engineers (IOUE) Local 49. <br /> <br />Background <br /> <br />The City of Arden Hills entered into negotiations with the IOUE Local 49 in 2017 for a 2018 and <br />2019 contract. Following unsuccessful negotiations, the City of Arden Hills and IOUE Local 49 <br />entered into mediation with the State of Minnesota’s Bureau of Mediation Services (BMS); <br />following mediation a contract has been voted on and approved by the Union and will also need to <br />be approved by the City Council (See Attachment A). The agreement is similar to the previous <br />year’s agreement with the below changes: <br /> <br />-A COLA increase of 2.25% and 2.50% in 2018 and 2019, respectively (budget impact of $654). <br />-Updated language regarding uniforms and increase in the annual clothing allowance (no budget <br />impact) <br />-Updated Memorandum of Understanding (MOU) regarding summer hours <br /> <br />The financial impact of the new contract is an increase of less than one percent, or $654. The <br />impact is due to COLA increase over what was budgeted for originally in 2018. The additional <br />uniform language does not have a significant budget impact as this line item was already increased <br />by $5,000 in the adopted 2018 budget (this change should result in coming in under budget). The <br />numbers above represent the salary impact of the new contract.
