ARDEN HILLS CITY COUNCIL—MARCH 12, 2018 3 <br /> Mayor Grant opened the public hearing at 7:06 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 7:07 p.m. <br /> B. Vacation of the Sewer Easement for the Arden Hills Lift Station #12 at 3685 <br /> New Brighton Road as proposed in Planning Case 17-029 <br /> City Planner Bachler stated the applicant has requested a Preliminary Plat, Final Plat, and <br /> Vacation of Easement in order to subdivide the existing lot located at 3685 New Brighton Road <br /> into three lots for single-family residential dwellings, as proposed in Planning Case 17-029. A <br /> request for a Vacation of Easement requires a public hearing before the City Council. The full <br /> application for the Preliminary Plat, Final Plat, and Vacation of Easement will be reviewed by the <br /> City Council under New Business on March 12, 2018 (Item 8B). No action is required as part of <br /> this agenda item other than holding the public hearing. <br /> City Planner Bachler explained the City's sanitary sewer system includes a total of 14 lift <br /> stations. Lift Station 12 is located at 3685 New Brighton Road along the southern property line of <br /> the lot along Thom Drive. This lift station was originally built in 1970. The pump, wet well, and <br /> controls for the lift station were last reconstructed in 2012. As part of the reconstruction in 2012, <br /> the forcemain and electrical services were relocated, which resulted in an overall smaller footprint <br /> for the facility. <br /> City Planner Bachler reported Lift Station 12 is located on private property and an easement has <br /> been dedicated to the City that allows for the operation and maintenance of the lift station. The <br /> existing easement covers the area of land that includes the pump, wet well, electrical panel, and <br /> the driveway section used for City vehicles. Additionally, the easement area includes an 8-inch <br /> sanitary sewer line that runs along the west side of the lift station facility. Due to the <br /> reconstruction and updates to the lift station in 2012, the easement covers an area larger than the <br /> facility footprint and utility lines. <br /> City Planner Bachler commented Planning Case 17-029 includes a request to vacate the existing <br /> easement for the lift station facility. The proposed Final Plat includes the dedication of a new <br /> easement for the lift station covering a small area of land. The easement would be reduced on the <br /> eastern side to accommodate a driveway to access a future dwelling. The revised easement area <br /> would still include the pump, wet well, electrical panel, driveway section, and 8-inch sanitary <br /> sewer line. <br /> City Planner Bachler stated the Public Works Director/City Engineer has reviewed the new <br /> easement area and determined that it provides adequate area for the City to continue to operate <br /> and maintain Lift Station 12. The easement area is sufficient if the City needs to reconstruct the <br /> lift station in the future. In the event a larger area of land was needed by the City for staging and <br /> completing a reconstruction of the lift station, the City would be able to obtain a temporary <br /> construction easement from the property owner at that time. <br /> Councilmember Holden read a portion of the easement document and questioned how the City <br /> would know if a temporary construction easement would be granted by the adjacent property <br /> owner. <br />
