(WSB) is pleased to submit this proposal for engineering design services for the <br />completion of a concept layout, Intersection Control Evaluation (ICE) report and cost estimate for <br />improvements at Old Snelling Avenue and County Road E, in the City of Arden Hills. We understand the <br />preferred intersection control for the intersection is likely a roundabout. WSB is one of the most qualified <br />roundabout designers in Minnesota, as we have completed the design of over 60 roundabouts over the <br />past several years. <br /> <br />Below is a summary of our proposed scope and schedule. Please feel free to review and provide <br />feedback to us at your earliest convenience. <br /> <br />CONSULTANT SERVICES <br /> <br />Task 1: Project Management and Agency Involvement: <br /> <br />This task is essential to ensure the project remains on schedule and all components are addressed as the <br />project moves forward. Andrew Plowman will serve the role of Project Manager on this project and it will <br />be his duty to perform a majority of these tasks. <br /> <br /> Task 1.1 Project Management: Andrew will work closely with Sue Polka and the Ramsey County <br />project manager to ensure the project remains on schedule and on-budget. Each month, Andrew <br />will provide a project update that will list the budget, schedule and key milestones of the project. <br /> <br /> Task 1.2 Review Meetings: It is anticipated two review meetings will be held throughout the <br />project. The goal of the first meeting will be to share the initial geometric concept with the project <br />team. The goal of the second meeting will be to review the cost estimate and final ICE report. <br />Andrew will prepare the agenda and meeting minutes for the meeting. The agenda and minutes <br />will be sent a minimum of 48 hours from the date of the meeting. <br /> <br />Task 2: Data Collection: <br /> <br />This task includes data collection in order to identify the proposed improvements. <br /> <br /> Tasks 2.1 Private Utility Investigation (Gopher State One Call): WSB will perform a gopher state <br />one call to identify the existing private utilities that would be encountered during construction. <br />This task will be limited to receiving maps from the private utility companies. The utilities will not <br />be marked in the field. <br /> <br /> Task 2.2 Turning Movements: WSB will set tube counters to provide daily traffic volumes for a <br />five day period. In addition, traffic turning movements will be tracked for one hour before and after
