<br />May 22, 2017 <br />Page 7 <br /> <br />As an option for future access, Westwood also looked at the traffic conditions at the <br />intersection of Highway 96 and the North Heights Lutheran Church driveway. This, <br />like Highway 96 & Snelling Avenue, is a full access intersection. This church access <br />has been suggested as a possible back access route through the church parking lot to <br />the Lyngblomsten site. <br /> <br />Currently, the intersection operates at LOS-A in both a.m. and p.m. peak hours. There <br />is very little traffic turning into or out of the church access during the weekday peak <br />hours. Despite the diversion of traffic from I-694, the operational performance and <br />queuing levels at this access intersection are acceptable. <br /> <br />This intersection is being projected as the site of a full-access intersection with the <br />main spine road for the redevelopment of the old Twin Cities Army Ammunition Plant <br />(TCAAP) site to the north of Highway 96. While not yet indicated on preliminary <br />plans, the spine road intersection with Highway 96 will be a candidate for signalization <br />once the north leg is constructed and redevelopment is underway. Figure 5 shows the <br />location of the spine road intersection as well as the year 2030 AADT traffic volume <br />projections in this area. <br /> <br />Figure 1 – Year 2030 Projected Roadway Network <br /> <br />(Source: 2030 Comprehensive Plan, City of Arden Hills, September 2008) <br /> <br /> <br />Conclusions <br /> <br />The roadway construction on I-694 has created deceptively high traffic volumes along <br />Highway 96. The traffic diverted from I-694 will likely continue throughout the 2017 <br />construction season. Unfortunately, this diversion will not allow for normal traffic <br />conditions to be assessed any time soon. Therefore, impacts of the Lyngblomsten <br />Senior Living development at the intersection of Highway 96 and Snelling Avenue <br />will be difficult to assess in the near term. <br /> <br />Highway 96 Snelling Ave. Lyngblomsten site <br />Church site
