The conceptual site plan has changed slightly since then, but the findings of the
study are still relevant. The study looked at the number of peak hour trips that are expected to be
generated by the site and the impact of the development on the Snelling Avenue and Highway 96
intersection.

The site is expected to generate a total of 660 trips per weekday. It is estimated the total number
of vehicles entering and leaving the site during the AM peak would be 35, and during the PM
peak 55. For the analysis, it was assumed that all of the trips generated by the site would be
coming from and going to the intersection at Snelling Avenue and Highway 96.

When the study was completed in 2017, roadway construction on Interstate 694 resulted in
higher traffic volumes on Highway 96 because of traffic diversion. The additional traffic
volumes on Highway 96 did not allow Westwood to properly assess the impact of the
development on the Snelling Avenue and Highway 96 intersection. The study assumes that since
the Lyngblomsten development will generate a relatively small number of trips, once Highway
96 reverts back to normal traffic patterns the development should have minimal impact on the
functioning of the intersection.

Attachments

A.
