City of Arden Hills – 2040 Comprehensive Plan <br /> <br /> <br />Approved:, XXXX <br />11-19 <br /> <br />11.3 FUTURE TRANSPORTATION SYSTEM PLAN <br /> <br />Except for the future roads on the TCAAP property, the transportation system within <br />Arden Hills is generally considered developed, and improvements are anticipated as <br />reconstruction of aging infrastructure is pursued. As reconstruction occurs, it will be <br />important for the City to improve the roadway system and non-motorized travel <br />opportunities consistent with the recommended Transportation System Principles and <br />Standards in this Chapter and the pathways recommendations in Chapter 9 to the <br />extent possible. <br /> <br />11.3.1 Forecasted Traffic Volumes & Capacity Needs <br /> <br />In the City of Arden Hills, the major roadways carrying traffic are county and state <br />roadways, ranging from arterials to collectors. The City roadways are primarily <br />local city streets that only carry local traffic. Generally, the roadways in Arden <br />Hills serve areas that are fully developed, and the land use patterns in Arden <br />Hills are not expected to significantly change, except on the TCAAP property. <br />However, an increase in traffic on these corridors is expected due to the future <br />growth in the northern part of the City and the future growth in adjacent <br />communities. The existing pattern of rights-of-way and development setbacks <br />present challenges for significantly improving the existing level of service on <br />some roadways through roadway capacity improvements. <br /> <br />The forecasted 2040 average annual daily traffic volumes are illustrated in Figure <br />11.7 – Existing and Forecasted 2040 Traffic Volumes and also in Appendix C. <br /> <br />I-35W and I-694 are expected to continue experiencing congestion based on the <br />forecasted Metropolitan Council 2040 travel demands. Recent and programmed <br />improvements on these roadways will ease but not alleviate congestion levels <br />over the 20-year planning horizon due to regional population growth. <br /> <br />The recently completed reconstruction of the Interstate 35W interchanges at <br />County Road 96, County Road I, and County Road H are critical to support <br />development intensities on TCAAP. In addition, the planned I-35W North <br />reconstruction project (which includes adding managed lanes) and I-694 <br />expansion (underway) from Lexington Avenue to I-35E will provide additional <br />capacity to support TCAAP development. <br /> <br /> Draft 03/07/2018
