<br />Page 1 of 1 <br /> <br />AGENDA ITEM – 1F <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: June 18, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: New Brighton Road Sign <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br /> <br />Discussion <br />At the direction of the City Council, staff investigated the possibility of installing a playground <br />warning sign on New Brighton Road in the vicinity of Perry Park. <br /> <br />Recently the Minnesota Local Road Research Board (LRRB) completed research resulting in a <br />guidebook called “Addressing Citizen Requests for Traffic Safety Concerns”. A chapter of the <br />guidebook addresses signage requests and within that chapter warning signs such as playground, <br />children at play, etc. signs are addressed. Currently the Minnesota Manual of Uniform Traffic <br />Control (MMUTCD) does not recognize “Children at Play” signs as these signs may provide the <br />wrong message that playing in the street is safe. Attached is an excerpt from the guidebook <br />regarding the effectiveness of warning signs. In summary, signs that don’t give a warning of <br />continued, unexpected occurrences are not encouraged as if they do not represent a warning issue <br />that drivers will always see, it leads drivers to ignore the signs. <br /> <br />The MMUTCD allows “Playground” signs to be used to give advance warning of a designated <br />children’s playground that is located adjacent to the road. This type of sign is most frequently <br />used when the playground is adjacent to and visible from the roadway. In the case of Perry Park, <br />the playground is not located adjacent to the roadway. <br /> <br />Since New Brighton Road is a Ramsey County roadway, a sign installation would require a County <br />permit. In conversation with County staff, it appears that they infrequently allow warning signs in <br />their right of way and aren’t in support of a “Playground” sign at this location. <br /> <br />Attachments <br /> <br />A.
