ARDEN HILLS CITY COUNCIL – MAY 29, 2018 16

gateway sign. She discussed how important Land O’Lakes and Boston Scientific were to the
City and noted both were located adjacent to this intersection.

Mr. McKinney reported his client would be coming into the City and would be spending
millions of dollars to renovate this property, bringing it to a better and higher use. In addition,
the new business would be drawing people from all over the community to Arden Hills.

Councilmember Holmes commented she was of the opinion if the sign had stated Primrose of
Arden Hills, the Council would not be discussing a gateway sign. However, she noted that the
applicant would not be responsible for building the gateway sign, but rather would only be
providing the City with an easement.

Mc. McKinney stated he would support considering an easement with his client and City staff.
He requested the Council not hold up this project based on an idea that had not been considered
by the Council until this evening. He suggested the Council create a condition for approval that
would direct staff to create an easement for the property and that construction not be further
delayed.

Mayor Grant indicated he still supported the Council delaying action on this item to the June 11
City Council meeting. He stated he would like the City to better define the easement prior to
granting approval of the Planning Case.

Councilmember Holmes did not agree.

Councilmember McClung commented the 60-day deadline of June 22 was the first 60 days and
noted this could be extended an additional 60 days by the City if deemed necessary. He stated he
was not encouraging this but explained the City did have time to do their due diligence.

Mayor Grant asked if staff believed they would have enough time to come back to the Council
with a recommendation on the gateway sign easement by June 11.

City Planner Bachler stated staff could complete the work on their end and would have to
ensure the applicant was in agreement with the direction the City was heading.

Mr. McKinney commented he would be willing to work with the City to resolve this matter.

Councilmember Holmes requested staff speak with the Fire Marshall regarding access in and
around the site and have a report regarding this matter at the June 11 meeting.

Councilmember Holden indicated she could support approval of this Planning Case tonight
with conditions addressing the fire lane concerns and the easement for a gateway sign being
addressed by staff and the applicant.

Mayor Grant recommended that the item be delayed in order to provide staff with an adequate
amount of time to review the issues.
