DATE: July 9 , 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Reaffirming City Participation in the Joint Powers Agreement <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />The Council should consider reaffirming their commitment to the previously agreed upon Joint <br />Powers Agreement with Ramsey County for future costs and remuneration. <br /> <br />Background <br /> <br />The City signed a Joint Powers Agreement (JPA) in December of 2012 with Ramsey County <br />establishing roles and responsibilities of both the City and the County in the TCAAP <br />redevelopment project. As the project moves forward and the negotiations progress, it is <br />important the City revisit the terms outlined in the agreement and acknowledge the City’s <br />commitment for future TCAAP projects. In the agreement, the City committed to constructing <br />and financing the trunk and sub-trunk utilities with its costs charged to the developer pursuant to <br />the City’s petition and assessment process. The City also agreed to recover its planning and <br />other costs through building fees/surcharges and/or other development fees. This is not a <br />comprehensive list of what was agreed to in the JPA, and the original document should be <br />referenced for specific questions. The City, at its discretion, may agree to new or different terms, <br />assuming it is agreed upon by the other parties. The City feels it is important to reaffirm its <br />commitment to the original agreement for the ongoing negotiations between the City, County, <br />and Developer. <br /> <br />Attachment <br /> N/A <br />CONSENT ITEM – 6F <br /> <br /> MEMORANDUM <br />
