Page 1 of 2 <br /> <br />CONSENT ITEM – 6J <br /> <br />MEMORANDUM <br /> <br />DATE: August 13, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: 2018 Street and Utility Improvement Project – Easement Acquisition <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $3,300,000 $18,519 PIR, Surface Water Utility <br /> <br />Council Should Consider <br /> <br />Authorizing the purchase of temporary and permanent drainage and utility easements <br />(Attachments A and B) at 1474 Floral Drive and 4135 Norma Circle, for the 2018 Street and <br />Utility Improvement project. <br /> <br /> <br />Background/Discussion <br /> <br />During the design of the storm drainage system in the Floral Drive neighborhood (Valentine <br />Lake View subdivision) it was determined that runoff from a portion of the existing storm water <br />system drains across the property at 1474 Floral Drive. This property is not a part of the <br />Valentine Lake View plat and an easement was not acquired at the time of platting. <br /> <br />Currently the runoff from Norma Circle runs through a side yard easement located at 4135 <br />Norma Circle to the 1474 Floral Drive property where it runs across the property to the I694 <br />drainage system. The current design is to install a pipe in the easement off of the Norma Circle <br />outlet into the 1474 Floral property and be conveyed in a swale to the I-694 system. An <br />additional permanent easement is also needed from the property at 4135 Norma Drive to <br />accommodate the installation of storm sewer pipe and structures. Staff has met with the property <br />owners to review the proposed design. <br /> <br /> <br />
