ARDEN HILLS CITY COUNCIL – JULY 23, 2018 2 <br />obstruction. Staff had concerns about the damage that could be caused if a plow truck were to hit <br />this hoop while plowing. He explained the resident was notified of the violation and was asked to <br />relocate the basketball hoop. <br />Mayor Grant asked if a portable basketball hoop could be located on the property at the curb. <br />City Planner Bachler commented he would have to speak with the Public Works Director <br />regarding this matter. <br />Councilmember Holden stated she supported staff following through with this matter per City <br />Code. She encouraged the resident to consider purchasing a portable basketball hoop. <br />Councilmember McClung agreed with Councilmember Holden and stated this hoop would be a <br />liability to the City if it were to remain in place. He feared that a precedent could be set if the <br />basketball hoop were to remain in place on the cul-de-sac. <br />Councilmember Scott concurred with Councilmember Holden as well. He understood that cul- <br />de-sacs were attractive venues for recreational activities. However, he noted cul-de-sacs were <br />quite challenging to plow and had to be free and clear of all obstructions in order to be plowed <br />properly. <br />Councilmember Holmes agreed and stated she did not approve of recreational activities <br />occurring in the City’s streets. <br />Mayor Grant agreed with the comments that were made and recommended the basketball hoop <br />be removed and relocated. <br />4. STAFF COMMENTS <br />A. GFOA Award <br />Josh Feldman, Treasurer of the Minnesota Government Finance Officers Association <br />(MnGFOA), presented the City Council with three awards from the GFOA. He commended the <br />City Council and the Finance Department for their tremendous efforts. A round of applause was <br />offered by all in attendance. <br />Mayor Grant congratulated Finance Director Bauman and her staff for their dedicated service to <br />the City of Arden Hills. <br />B. GreenStep Cities Award <br />City Planner Bachler explained the Minnesota GreenStep Cities Program is a voluntary <br />challenge and assistance program to help cities achieve sustainability and quality-of-life goals. <br />Cities participating in the program were recognized at the League of Minnesota Cities annual <br />conference on June 21, 2018. The City of Arden Hills received a recognition for advancing to <br />become a Step 2 city in the GreenStep Cities Program. Recognition is based on a review of city- <br />reported progress toward completing actions and measuring performance metrics. As the City
