A <br />Vacation of Easement is also being requested in order to vacate a portion of the public utility <br />easement for the City lift station on the property. The City Council is required to hold the public <br />hearing for the Vacation of Easement request. <br /> <br />The official public hearing for this case was held on January 10, 2018. A second public hearing <br />is not required at the Planning Commission meeting on February 7, 2018, but the Planning <br />Commission may take public comments. <br /> <br /> <br />Background <br /> <br />The Planning Commission held the public hearing for Planning Case 17-029 at their meeting on <br />January 10, 2018. The Planning Commission voted to table this planning case to allow staff and <br />the Rice Creek Watershed District additional time to review the stormwater management plan for <br />the development. Since that time, staff has completed its review of the stormwater management <br />plan and has no additional comments. The Public Works Director/City Engineer has provided a <br />memo with her comments in Attachment I. <br /> <br />The Rice Creek Watershed District (RCWD) has reviewed the plans and granted the project <br />CAPROC status (Conditionally Approved Pending Receipt of Changes) as of January 29, 2018. <br />A copy of the approval is provided in Attachment K. Site work cannot begin until all pending
