PUBLIC FACILITIES, SERVICES, AND INFRASTRUCTURE <br /> <br />Goal: Provide efficient and high-quality public facilities, services, and infrastructure. <br /> <br />To achieve this public facilities, services, and infrastructure goal, the following policies <br />are proposed: <br />o Provide reliable and high-quality water facilities, sanitary sewer, and stormwater <br />systems. <br />o Prepare long-term plans to identify, prioritize, and determine the costs to <br />maintain and/or replace City water and sewer facilities. <br />o Maintain and keep the emergency preparedness plan updated. <br />o Work to provide efficient, low-cost services through ongoing evaluation and <br />intergovernmental coordination. <br />o Utilize the Capital Improvement Plan (CIP) and annual budgeting process for <br />prioritizing major public expenditures. <br />o Work to reduce inflow and infiltration into the City’s sanitary sewer system. <br />o Coordinate with the public and private school system on programs and activities <br />where feasible. <br />o Continuously evaluate all contracted services to assure that efficient and high- <br />quality services are being provided. <br /> <br />The Arden Hills City government provides a variety of public facilities and services. <br />While some services are used or seen on a daily basis, such as streets, sanitary sewer, <br />and water, other services are less noticed, but are absolutely necessary for the efficient <br />functioning of the City. Utility services are vital to the health, safety and welfare of the <br />citizens of Arden Hills. The physical infrastructure of the Arden Hills is aging; the City <br />recognizes the need to track and evaluate the condition of the existing infrastructure. <br />The Capital Improvement Plan and annual budgeting process are two tools used to plan <br />for improvements to the infrastructure. <br /> <br />13.1 WATER RESOURCE MANAGEMENT <br /> <br />In the developed portion of Arden Hills, the City is not anticipating any significant land <br />use changes that would result in increased demand on the City’s water supply, <br />stormwater management, or sanitary sewer system. Redevelopment of the TCAAP <br />property is expected to be completed in ten to twenty years. Infrastructure for water, <br />sanitary sewer, stormwater, and other utilities are anticipated to be implemented during <br />the construction of the main boulevard through TCAAP construction in calendar year <br />2019. <br /> <br /> <br /> Draft 03/07/2018
