<br />City of Arden Hills <br />Planning Commission Meeting for March 7, 2018 <br />P:\Planning\Planning Cases\2018\PC 18-003 - Bethel University - CUP Amendment - Sciences <br />Addition\Memos_Reports_18-003 <br /> <br />Page 8 of 11 <br />The City Building Official has reviewed the proposed plans and provided the following <br />comments: <br />• The aviary addition will need to comply with the type of construction it is attached to. <br />The existing type of construction is 1-B and the materials and exterior cladding of new <br />addition will need to be verified <br />• Both building additions will need to be fire sprinkler protected per State Chapter 1306. <br />These comments have been noted in the plan set submitted by the applicant and are included as <br />recommended conditions of approval. <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the proposed plans and does not have <br />any additional comments at this time. The proposed Academic Commons building addition <br />would require a City Grading and Erosion Control Permit and a Rice Creek Watershed District <br />Permit. <br /> <br />Minnesota Department of Natural Resources <br />Municipalities are required to provide the Minnesota Department of Natural Resources (DNR) <br />with a copy of the variance request for properties within designated shoreland areas at least 10 <br />days before the public meeting. Staff notified the DNR about this application on February 20, <br />2018. No comments have been provided by the DNR at this time. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following 23 findings for consideration: <br /> <br />General Findings: <br />1. The Bethel University main campus at 3900 Bethel Drive is located in the Institutional <br />Zoning District. <br />2. A Higher Education, College Campus is a Conditional Use in the Institutional District. <br />3. Bethel University operates under a Conditional Use Permit Master Plan. <br />4. The proposed additions are not included on the Master Plan and a CUP Amendment is <br />required. <br />5. The 80 square foot addition to the Brushaber Commons building is expected to be <br />constructed in summer 2018 and Bethel University has requested Site Plan Review <br />approval for this addition. <br />6. The 20,000 gross square foot addition to the Academic Commons building is anticipated <br />to be constructed in summer 2020 and a Site Plan Review application will be required <br />prior to construction of this addition.
