<br />City of Arden Hills <br />Planning Commission Meeting for March 7, 2018 <br />P:\Planning\Planning Cases\2018\PC 18-004 - Preliminary & Final Plat - TCAAP\Memos_Reports_18-004 <br />Page 2 of 5 <br />• Outlot B (2.89 acres): This parcel will be dedicated to Ramsey County Parks and <br />Recreation for the Rice Creek North Regional Trail corridor and the remeander of Rice <br />Creek <br />• Outlot C (372.05 acres): This parcel will be further subdivided and developed in the <br />future as part of the Rice Creek Commons development <br />• Outlot D (1.00 acres): This parcel will be dedicated to Ramsey County Parks and <br />Recreation for the Rice Creek North Regional Trail corridor along the eastern boundary <br />of the Rice Creek Commons site <br />• Right-of-Way Dedication (12.67 acres): Right-of-way will be dedicated to MnDOT for <br />the new County Road H and I-35W interchange and to Ramsey County for CSAH 13 <br />connecting County Road H and County Road I. <br /> <br />Future subdivisions of Outlot A and Outlot C within the Rice Creek Commons development area <br />will be reviewed by the TCAAP Joint Development Authority (JDA) in accordance with the <br />TCAAP Redevelopment Code. The JDA Board consists of two members from the Arden Hills <br />City Council, two members from the Ramsey County Board of Commissioners, and one <br />appointed resident from Arden Hills who serves as the JDA Chair. <br /> <br /> <br />Plan Evaluation <br /> <br />1. Chapter 11, Subdivision Regulations Review <br /> <br />A. Street Plan and Streets <br /> <br />No new streets are planned for the site at this time. The platting process would allow for the <br />dedication of right-of-way to MnDOT for the County Road H and I-35W interchange and to <br />Ramsey County for the CSAH 13 roadway connecting County Road H and County Road I. <br /> <br />None of the outlots that are proposed to be created would hinder the eventual extension of streets <br />and utility services to the Rice Creek Commons development. <br /> <br />B. Easements <br /> <br />No public easements are required to be dedicated at this time. The need for drainage, utility, and <br />other public easements will be determined at the time Outlot A and Outlot C are subdivided for <br />future development. <br /> <br />C. Lots <br /> <br />The proposed plat would create four outlots. Outlot B and Outlot D are proposed to be <br />transferred to Ramsey County Parks and Recreation for the Rice Creek North Regional Trail <br />corridor and the Rice Creek remeander.
