The proposed plat meets the County’s Major Street plan requirement for right-of-way <br />along New Brighton Road. Any disturbance occurring in the right-of-way will require a County <br />permit. <br /> <br />B. Easements <br /> <br />City subdivision regulations require at a minimum a 12-foot wide utility and drainage easements <br />dedicated to the City along the right-of-way and centered on common lot lines. The Preliminary <br />Plat includes 12-foot utility and drainage easements that are centered on the common lots lines <br />throughout the development and 12-foot easements along the New Brighton Road right-of-way <br />and the rear property lines. The proposed utility and drainage easements meet the City’s <br />minimum requirements. <br /> <br />Where a subdivision is traversed by a watercourse, a drainage easement is required to be <br />dedicated substantially conforming to the lines of the watercourse. There is a landlocked pond <br />located on the easterly half of the site. The applicant has provided a drainage easement around <br />the perimeter of the pond that extends out a minimum of 16.5 feet from the edge of the pond. <br /> <br />A small stormwater collection pond is proposed at the northwest corner of the landlocked pond <br />on the property. This pond would allow for the collection of runoff from the site and discharge <br />into the adjacent larger pond. A drainage and utility easement has been provided around the <br />perimeter of this pond as well. Based on discussions with Rice Creek Watershed District <br />(RCWD), the proposed pond is not required to satisfy the watershed district’s stormwater <br />management requirements and a Maintenance Agreement would not be required for this feature. <br /> <br />C. Lots <br /> <br />Location and Size <br />All lots are required to abut by their full frontage on a public street and meet the minimum lot <br />dimensions required by the Zoning Code. All four lots have full frontage on a public street. The <br />applicant has requested a variance to allow each of the four lots to have a width of 81.75 feet, <br />which is less than the minimum width of 85 feet required for the R-2 District. However, as <br />shown further on, all four lots significantly exceed the minimum lot area and depth requirements. <br /> <br />Watercourse <br />Lots abutting upon a wetland are required to have additional width or depth to assure building <br />sites are not subject to flooding. All building areas should be located outside the natural feature <br />and a minimum of two feet above the 100-year flood elevation. <br /> <br />The drainage plan provided by the applicant indicates that the peak elevation calculated for a <br />100-year back to back event would be 914.45. The single-family residential dwellings are each <br />proposed to have a low floor elevation of 918.16 feet. <br />
