ARDEN HILLS CITY COUNCIL – AUGUST 13, 2018 2

Gregg Larson, 3377 North Snelling Avenue, commented the Council recently discussed further
communications being provided by a service warranty company that has partnered with the City.
He thanked the Council for hearing the public’s concerns and for requiring this company to
provide any and all future communications to the Council for review prior to being sent to
residents. He encouraged the Council to have all future mailings be sent on the company’s
letterhead and envelopes and that the City logo not be used. In addition, he did not want to see the
City of Arden Hills on the signature line.

3. RESPONSE TO PUBLIC INQUIRIES

None.

4. STAFF COMMENTS

A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update

City Administrator Perrault provided an update on TCAAP stating the Monday, August 6, 2018
JDA meeting was canceled due to lack of pressing agenda items. He reported the JDA would
meet next on Tuesday, September 4. He stated the Civic Site Task Force met on Tuesday, July
31, 2018 and noted the group held a brainstorming session with HGA.

Councilmember Holden questioned why the JDA had not met with Alatus to make them the sole
negotiator for the project.

City Administrator Perrault explained Alatus believes they have enough momentum going
forward and did not feel it was necessary to extend the PDA at this point.

B. Transportation Update

Public Works Director/City Engineer Polka reported progress has been made on Old Snelling
noting this roadway was now open at the railroad bridge.

Public Works Director/City Engineer Polka provided the Council with an update on the City
street improvement project.

Public Works Director/City Engineer Polka explained the County Road F project has been
slowed down by utility relocations and watermain work. She anticipated this project would be
extended out to October.

Councilmember Holmes asked if the Old Snelling road lanes were narrower than a regular City
street.

Public Works Director/City Engineer Polka reported the roadway lanes are 11 feet in width and
while most City streets were 12 feet wide, 11 feet wide is an acceptable standard.

5.
