Bids were received from four contractors as follows: Contractor Base Bid Amount Alcon Construction Corp. $ 392,540.55 Eureka Construction, Inc. $ 419.538.00 Forest Lake Contracting, Inc. $ 402,496.00 Veit & Company, Inc. $ 392,514.00 Lowest bid $ 392,514.00 Average bid $ 401,772.14 Engineer’s estimate $ 508,000.00 A bid tabulation is attached to this letter which includes detailed cost breakdowns for the base bids submitted by the four bidders. The base bid amount submitted by Veit & Company, Inc. is approximately 29% or $115,000 less than the Engineers Opinion of Probable Cost (OPC). Based upon review of their bid, the lower bid amounts as compared to the OPC are primarily related to the following individual elements of work: Box culvert: $ 110,000 Mobilization: $ 25,000 The Engineer’s OPC anticipated that contractors may submit higher unit prices due to late season bidding and relatively small scale of the project. The lower prices reflect a competitive bidding environment in which these considerations do not appear to be factors in the bids received. Veit & Company has successfully completed projects of this type around the metropolitan region and is capable of completing the scope of work included in this project. We therefore recommend the Council award the Old Snelling Avenue Bridge Replacement Project PW 2018-0102 to Veit & Company, Inc. for a total amount of $392,514.00.
