_________________________________________________________________________________________ <br /> <br />Page 3 of 29 <br />EXECUTIVE SUMMARY <br /> <br />On October 10, 2016, the City Council of Arden Hills adopted Ordinance No. 2016-008 An <br />Interim Ordinance Temporarily Prohibiting Land Use Applications and Reviews for Higher <br />Education Uses in Residential, Business, Industrial and Other Zones. This interim ordinance <br />allows the City one year to study the impacts of higher education uses, particularly when the <br />higher education uses are proposed to displace commercial or industrial businesses, and <br />determine any Zoning Code Amendments necessary to address the findings of the study. This <br />interim ordinance and study is occurring concurrently with the required decennial update of the <br />City’s Comprehensive Plan and the City Council directed that the scope of this study include <br />recommendations regarding the overall commercial and industrial condition of Arden Hills that <br />can be included within the 2040 Arden Hills Comprehensive Plan. <br /> <br />This study includes five particular focus areas; two specifically regarding higher education land <br />uses and three more generally addressing the existing commercial and industrial land uses within <br />Arden Hills. The summary of these five focus areas are summarized below. <br /> <br />Analysis of the existing Campus Master Plans for Bethel University and the University of <br />Northwestern <br />• Both Bethel University and the University of Northwestern have Campus Master Plans <br />(CMPs) that have been approved by the City Council and both of the CMPs illustrate <br />areas for additional future building construction. <br />• The University of Northwestern shows one additional future classroom building within <br />their Arden Hills portion of the campus and more additional facilities are planned on the <br />Roseville portion of the campus. Bethel University has a number of buildings and <br />facilities planned on their formal campus on the west side of Snelling Avenue, as well as <br />exploring the best use of the Anderson Center located on the east side of Snelling <br />Avenue. <br />• Both Universities have a goal to double their student populations. <br />• Both Universities have participated in a joint engineering and science program with the <br />University of Minnesota in which students could receive a dual degree with 3 years of <br />study at Bethel or Northwestern and the final two years of study at the University of <br />Minnesota. The University of Minnesota has canceled this program with all of its partner <br />colleges and universities. This cancellation requires both Bethel and Northwestern to <br />find science, technology, engineering, and mathematics (STEM) facilities if they want to <br />continue their science and engineering programs. <br />• Aside from the STEM programs, both Universities expect the majority of the student <br />enrollment growth will be through continuing education programs for working <br />professionals or through masters-level courses, particularly in the health fields.
