ARDEN HILLS PLANNING COMMISSION – May 9, 2018 7 <br /> <br />City Planner Bachler stated the property at 1290 County Road F West is owned by Arden <br />Village, LLC and is occupied by a four story, 60-unit apartment building. The property is zoned <br />R-4 – Multiple Dwelling District and is located south of County Road F, east of Hamline <br />Avenue, north of Interstate 694, and west of Lexington Avenue. Arden Village, LLC has <br />expressed concerns about its ability to lease units in the building during the reconstruction of <br />County Road F in 2018 due to decreased traffic. <br /> <br />City Planner Bachler reported the applicant has requested a Sign Standard Adjustment through <br />the Site Plan Review process to permit additional temporary wall signage for the building to <br />increase its visibility during the construction period. One wall sign would be installed on the <br />south elevation facing Interstate 694 and would measure 6 feet by 40 feet for an area of 240 <br />square feet. The second sign is proposed to be located on the north elevation facing County Road <br />F and would measure 6 feet by 33 feet for an area of 198 square feet. The combined area of the <br />two signs would be 438 square feet. <br /> <br />City Planner Bachler commented Section 1250.02 of the Sign Code regulates the use of <br />temporary signs. The property is located in Sign District 3 and is permitted to have no more than <br />one temporary wall sign not to exceed 10 square feet in size. Since the building currently has <br />units for lease, the property is allowed one additional temporary sign not to exceed 25 square feet <br />in size. <br /> <br />City Planner Bachler explained the applicant has indicated they would like to display the <br />temporary signs from when a sign permit is issued until November 1, 2018. The Sign Code <br />allows a property to display a temporary sign for no more than 30 days per calendar year. A sign <br />advertising available space for lease in a building can be displayed until seven days after the <br />building is leased. The City approved a similar application from Arden Village, LLC in 2014 for <br />the same two temporary wall signs after the building first opened (Planning Case 13-023). The <br />temporary signs were displayed for approximately seven months at that time. The applicant has <br />provided a letter with their request for additional signage and elevations of the building depicting <br />the proposed signage. <br /> <br />Site Data <br />Land Use Plan: High Density Residential <br />Existing Land Use: Multiple Family <br />Zoning: R-4: Multiple Dwelling District <br />Current Lot Sizes: 2.26 Acres <br />Topography: Fairly Flat <br /> <br />City Planner Bachler reviewed the surrounding area, the Plan Evaluation and offered the <br />following Findings of Fact for review: <br /> <br />1. The property at 1290 County Road F West is located in the R-4 – Multiple Dwelling <br />District and in Sign District 3. <br />2. Section 1250.02 of the Sign Code allows the property to display one temporary wall sign <br />with a maximum area of 10 square feet for a maximum duration of 30 days per calendar <br />year.
