Page 1 of 1 <br /> <br />AGENDA ITEM – 1A <br /> <br />MEMORANDUM <br /> <br />DATE: October 15, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Julie Hanson, City Clerk <br /> <br />SUBJECT: Tobacco Vendor Public Comment <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ $ <br /> <br />Council Should Consider <br />Accepting public comment regarding increasing the tobacco sales age to 21 and regulating the <br />sale of flavored tobacco. <br />Background/Discussion <br />At its work session in August, the Council discussed amending City Code pertaining to <br />increasing the tobacco sales age to 21 and regulating the sale of flavored tobacco in the city. <br />Kristen Ackert from the Association for Non-Smokers MN was present at the August work <br />session and provided a presentation and statistics. <br />The Council directed staff to move forward with a proposed ordinance amendment which will be <br />addressed at a public hearing at the November 13, 2018, regular City Council meeting. City staff <br />reached out to the five local businesses that are licensed to sell tobacco in Arden Hills and <br />invited them to the October 15 work session should they wish to provide public comment. <br />Attached is a copy of the letter dated September 27, 2018, that was mailed to the following <br />vendors: Arden Hills Shell, Arden Hills Tobacco, Cub Foods, Holiday Stationstores and <br />Walgreens. <br />Please note the September 27, 2018, letter also provided notice of the public hearing set for <br />November 13 (fulfilling a 30-day notice requirement); however, a “reminder” letter regarding the <br />public hearing will also be provided to these vendors. A Notice of Public Hearing will also be <br />published in the Bulletin ten (10) days prior to the public hearing, as is also required. <br />Attachment <br />Attachment A: September 27, 2018 letter to tobacco vendors
