CONSENT ITEM – 7F <br /> MEMORANDUM <br /> <br /> <br />DATE: October 22, 2018 <br /> <br />TO: Honorable Mayor and City Council Members <br /> David Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: Professional Services Agreement - Utility Monitoring & Control <br /> <br /> <br />Council Should Consider <br /> <br />The City Council is requested to approve a professional services agreement for Utility <br />Monitoring and Control with HR Green (Attachment A). <br /> <br />Background/Discussion <br /> <br />The City currently utilizes two systems for monitoring water and wastewater <br />infrastructure sites. The water tower and booster station facilities are monitored via <br />cellular service as provided by High Tide Technologies, while the lift stations are using a <br />cellular service provided by OmniSite. While the OmniSite units have operated <br />effectively, High Tide equipment is not always reliable, and High Tide has not been <br />responsive in solving these issues. Staff is interested in combining monitoring services in <br />order to have the same vendor for both water and wastewater sites. In addition, with the <br />transition of cellular technology to the 4G/LTE network by December 31, 2019, we have <br />been notified by OmniSite that equipment upgrades are necessary. <br /> <br />The draft 2019/2020 Capital Improvement Program identifies $125,000 for the design <br />and implementation of the utility monitoring upgrades. Staff has met with HR Green to <br />discuss the project and recommends the Council approve the professional services <br />agreement for a report providing technology recommendations in the amount not to <br />exceed $15,400. <br /> <br />Attachments <br />Attachment A: Maintenance Agreement <br />
