CONSENT ITEM – 7G <br /> MEMORANDUM <br /> <br /> <br />DATE: October 22, 2018 <br /> <br />TO: Honorable Mayor and City Council Members <br /> David Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: Rice Creek Watershed District Maintenance Agreement for the Old <br />Snelling Avenue Bridge <br /> <br /> <br />Council Should Consider <br /> <br />The City Council is requested to approve a maintenance agreement for storm water <br />management facilities between Rice Creek Watershed District and the City of Arden <br />Hills for the Old Snelling Avenue Bridge Replacement (Attachment A) and authorize the <br />City Administrator to execute the agreement. <br /> <br />Background/Discussion <br /> <br />The Rice Creek Watershed District (RCWD) requires the installation and maintenance of <br />new storm water management facilities according to the district rules for city Public <br />Works’ projects, including bridge replacement projects. <br /> <br />The Old Snelling Avenue Bridge crosses an unnamed stream between Lake Josephine <br />and Lake Johanna. One of the permit requirements is to enter into a Maintenance <br />Agreement covering the maintenance of the new bridge, Bridge 62J17. Maintenance of <br />this facility is required by our Minnesota Pollution Control Agency Storm Water <br />Pollution Prevention Permit (SWPPP). It is also consistent with our Public Works <br />policies to adequately maintain infrastructure. A copy of the agreement is attached. <br /> <br />The existing, deteriorating bridge will be replaced as part of the Old Snelling Avenue <br />Bridge Replacement Project. The project area is shown on Exhibit A of the agreement. <br /> <br />Attachments <br />Attachment A: – Maintenance Agreement <br />
