City of Arden Hills <br />City Council Meeting for November 13, 2018 <br />Page 1 of 2 <br /> CONSENT ITEM – 6G <br />MEMORANDUM <br />DATE: <br />TO: <br />FROM: <br />November 13, 2018 <br />Honorable Mayor and City Council Members <br />Dave Perrault, City Administrator <br />Jane Kansier, Planning Consultant <br />SUBJECT: 2019 Curbside & Non-Curbside Recycling Fees <br />Council Should Consider <br />Motion to Approve Resolution 2018-062 setting the 2019 Curbside and Non-Curbside Recycling <br />Fees. <br />Background <br />The Arden Hills recycling program includes weekly curbside recycling collection and the annual <br />(spring and fall) community cleanup day events. Curbside collection is provided by Republic <br />Services. The community cleanup day events are operated jointly with the City of Shoreview. <br />The recycling budget is an enterprise fund that receives revenues from the annual household fee <br />that is applied to the property taxes and from the SCORE grant provided by Ramsey County. The <br />majority of the expenses are for the collection services provided by Republic Services. Since <br />there are no other dedicated funding sources, the revenue must be balanced with the expenses. <br />The per unit fee charged by Republic Services for curbside collection is expected to increase in <br />May 2019 based on changes in the Consumer Price Index (CPI) from the Federal Reserve for the <br />Upper Midwest. Based on the anticipated cost of the collection services and the expected <br />revenue from the SCORE grant funds and revenue share, the annual fee for residents receiving <br />curbside collection is proposed to increase from $49.00 to $51.50. This fee includes the cost of <br />the community cleanup day events as well. <br />Staff is proposing an increase in the annual fee for each housing unit that is not part of the <br />curbside recycling program from $2.50 to $3.00. This fee would be applied to Cottage Villas, <br />Hunters Park Condos, Parkshore Apartments, Arden Manor, E Street Flats, Arden Flats, and <br />Johanna Shores. Although these properties contract separately for recycling services, they <br />participate in the cleanup day events and the fee covers their portion of these events.
