CONSENT ITEM—7D <br /> ,-iIZEN HILLS <br /> MEMORANDUM <br /> DATE: January 28, 2019 <br /> TO: Honorable Mayor and City Councilmembers <br /> David Perrault, City Administrator <br /> FROM: Sue Polka, Public Works Director/City Engineer <br /> SUBJECT: Easement Machine and Trailer Purchase <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $70,000 $67,416.75 Equipment Replacement Fund <br /> Council Should Consider <br /> Approval of the purchase of an easement machine from Flexible Pipe Tool Company in the amount <br /> of $62,941.00 (Attachment A) and a trailer from Towmaster Trailers in the amount of $4,475.75 <br /> (Attachment B). <br /> Background/Discussion <br /> Currently, the City owns an easement machine through an agreement with the City of White Bear <br /> Lake. This machine was purchased in 1999 and is housed at White Bear Lake. The machine is used <br /> to clean sanitary sewer lines that are in difficult to access off-road easement areas. Due to <br /> availability issues that have occurred in the past, staff is requesting that the City Council approve the <br /> purchase of the easement machine. Staff has contacted White Bear Lake and they have not budgeted <br /> for a new machine in their 5-year plan. Since we have received an estimated trade-in value of <br /> $2,000.00, White Bear Lake staff indicated that they would consider providing the City with % of the <br /> trade-in value. The 2019 CIP identifies a budget of$70,000 for the easement machine replacement <br /> (Attachment Q.
