Ramsey County Multi-Hazard Mitigation Plan, 2018 <br /> <br />Page | 41 <br /> <br />4.2.2 Facility Replacement Costs <br />Ramsey County-specific building data was sourced from the parcel tax databases and parcel polygon data <br />included building valuations and occupancy class. Structure values for each parcel were aggregated within <br />each parcel and assigned to the parcel centroid point. Records were aggregated to the relevant census <br />administrative boundaries for the flood hazard analysis. This process also provided total facility <br />replacement costs and total building exposure by general occupancy class (defined by Hazus tools). The <br />total estimated building exposure for Ramsey County is shown in Table 16. <br />Table 16. Ramsey County is committed to ensuring that county elected and appointed <br />officials become informed leaders regarding community hazards so that they are better prepared to set <br />and direct policies for emergency management and county response. <br />There have been some changes in development, settlement patterns, and commercial land use patterns <br />in Ramsey County since the last Multi-Hazard Mitigation Plan (2012). Ramsey County and the city of <br />Arden Hills have completed a significant land purchase with the United States Army. That land, now <br />known as the Rice Creek Commons, has been in the very early stages of development with some minor <br />re-rerouting of Rice Creek and some road construction. The creek re-route will be kept primarily <br />within the country park property. Infrastructure construction is expected to begin in 2019, residential <br />and commercial development is set to begin in 2020. <br />As residential and continued population growth occurs in Ramsey County, so does the demand for <br />housing and increased potential to be vulnerable to hazard events. As stated earlier in the plan the <br />population growth has slowly increased by 7.7% from 2010 census while the number of housing units <br />increased by more than 59%. 14 manufactured homes parks are located throughout the county. <br />The Ramsey County Emergency Management Coordinator will work to keep the jurisdictions covered <br />by the Multi-Hazard Mitigation Plan engaged and informed during the plan’s cycle.
