Page 1 of 1 <br />CONSENT ITEM – 6G <br />MEMORANDUM <br />DATE: February 25, 2019 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Sue Polka, Public Works Director/City Engineer <br />SUBJECT: Professional Services Contract with HR Green for Hamline Avenue Crosswalk <br />Improvements <br />Budgeted Amount: Actual Amount: Funding Source: <br /> $300,000 (total) $21,954 Street Maintenance Budget <br />Council Should Consider <br />Entering into a professional services agreement with HR Green for design and construction <br />services for the Hamline Avenue Crosswalk Improvements in the amount not to exceed $21,954. <br />Discussion <br />Currently there are two crosswalks on Hamline Avenue south of Highway 96, at the intersection <br />of Wyncrest Court and a midblock crosswalk between Indian Oaks Circle and Eide Circle. Due <br />to concerns of pedestrian safety in these areas, staff had HR Green complete an analysis and <br />provide recommendations which were presented to the City Council at the January 22, 2019 <br />work session. <br />A summary of the recommendations are as follows: <br />Wyncrest Court (Site A): <br />•Move the crosswalk from the north leg to the south leg <br />•Construct a pedestrian median refuge in the continuous two-way left turn lane <br />•Relocate and add pedestrian ramps in accordance with new crosswalk/median location <br />•Bring signage into compliance with the Minnesota Manual on Uniform Traffic Control <br />Devices (MnMUTCD) <br />•Estimated cost is $25,625.64
