Ramsey County Multi-Hazard Mitigation Plan, 2018 <br /> <br />Page | 11 <br /> <br />• Planning – Development of mitigation standards, regulations, policies, and programs. <br />• Structure and Infrastructure Projects – Structural retrofits, property acquisition, local flood <br />reduction projects, and safe room construction. <br />• Natural Systems Protection – Sediment and erosion control, stream corridor restoration, forest <br />and vegetative management, floodplain and stream restoration. <br />• Education and Awareness Programs – Outreach programs, hazard awareness campaigns, real estate <br />disclosure, and promotion of family/personal emergency preparedness <br />• Mitigation Preparedness & Response Support – Emergency planning and services such as warning <br />siren systems, Everbridge, and installing generators for critical facilities. <br />1.1.3 Benefits of Mitigation Planning <br />The benefits of hazard mitigation planning include the following: <br />• Saving lives, protecting the health of the public and reducing injuries <br />• Preventing or reducing property damage <br />• Reducing economic losses <br />• Minimizing social dislocation and stress <br />• Reducing agricultural losses <br />• Maintaining critical facilities in functioning order <br />• Protecting infrastructure from damage <br />• Protecting mental health <br />• Reducing legal liability of government and public officials <br /> <br />1.2 State Administration of Mitigation Grants <br />FEMA currently has three mitigation grant programs that are administered by the State of Minnesota: <br />The Hazard Mitigation Grant Program (HMGP), the Pre-Disaster Mitigation program (PDM), and the <br />Flood Mitigation Assistance (FMA) program. The HMGP, PDM and FMA are administered through the <br />state of Minnesota Department of Public Safety, Division of Homeland Security and Emergency <br />Management. All applicants must have or be covered under an approved Hazard Mitigation Plan. Eligible <br />applicants include state and local governments; certain private non-profit organizations or institutions; <br />and tribal communities. <br />
